The Opportunity:
The Office of Multnomah County Emergency Management (MCEM) is seeking a Senior Emergency Management Analyst - Training and Exercise to join the team. In this role, you will apply your project management and training programming experience to develop, manage, and implement the MCEM Training and Exercise program to increase disaster resilience and response readiness across the County in preparation for potential emergency situations. In collaboration with team members, you will co-pilot emergency response exercises to test plans for real-world implementation and follow up with After Action Reports, Improvement Plans, and training programs for staff and community partners.
The Senior Emergency Management Analyst for Training and Exercise will have opportunities to showcase excellent interpersonal and communication skills, project management, strong technical writing and outstanding grant management skills. You will work in a flexible environment, be part of a small and professionally-diverse team, and collaborate with all programming within MCEM as well as local, regional, and state partners. Primary responsibilities will include:
Training and Exercise Program Management
- Lead the overall administration of the Emergency Management training program, including after-action reports and improvement plans;
- Provide technical expertise in areas such as evaluating the effectiveness of emergency management policies, practices, programs, and functions and make revisions to achieve desired outcomes;
- Represent MCEM on various county, state, and regional boards, committees, and community advisory groups;
- Lead planning and program development for internal and external emergency management partner training.
Project and Grant Management Activities
- Leading and managing the development and maintenance of complex plans that meet federal, state and local requirements, such as Federal Emergency Management Agency (FEMA) requirements and the Code of Federal Regulations.
- Prepare and apply for FEMA grants and apply for external funding opportunities.
Emergency Operations and Response
- Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities;
- Lead communication and engagement with the general public and outside emergency officials and partners;
- Open and provide support of the Emergency Operations Center.
Requirements
To Qualify
The successful candidate will demonstrate the following competencies:

Minimum Qualifications/Transferable Skills*:
- Bachelor’s degree or equivalent
- Three (3) years of experience
- A valid driver’s license
- Special Knowledge, Skills, Abilities (KSA):
- Advanced knowledge and understanding of natural and human caused hazards and how those hazards affect both rural and urban environments.
- Advanced knowledge and proficiency in principles and practices of Emergency Management and knowledge areas including, but not limited to: National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Hazard Mitigation, and others
- Expert knowledge and ability to design, lead, and manage complex, multi-disciplinary, table top and functional exercises that span across disciplines and jurisdictions; this includes developing timelines and milestones, recruiting and ensuring the participation and input from pivotal response and recovery partners
- Advanced skill and ability in writing, including preparing clear, concise, and comprehensive: After Action Reports and Improvement Plans utilizing the HSEEP format and input from diverse stakeholders
- Advanced level experience engaging communities in culturally responsive ways, including those with access and functional needs, diverse racial and ethnic communities, and other underserved and underrepresented communities; experience must include inclusive decision making processes for plans and programs aimed at reducing risk and disparate impact to those communities
- Working knowledge and understanding of Law Enforcement, Fire, EMS, Public Works, Public Health, and Human Services capabilities and procedures as they relate to emergency and disaster response
- Advanced understanding and ability to operate technology programs, like: Office Suite (specifically Word), WebEOC, Google Drive, OpsCenter, Everbridge (or other notification systems) and other technology related to the emergency management professions

- Approved CJIS Records check and fingerprint screening

- Project Management Certification (PMP) or other project management certification

Additional Details
This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.
Type of Position: This hourly, union-represented position is eligible for overtime. May require irregular work hours, work at locations other than the primary work location.
Schedule: Monday - Friday; There may be some flexibility with scheduling, and daily start and end times.
Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
