The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is funded by the Australian Government's aid program and implemented in cooperation with the Indonesian government. Initially designed as a five-year program (2019-2024), it has been extended for two years (2025-2027).
SIAP SIAGA builds on previous achievements to improve Indonesia's ability to prevent, prepare for, respond to, and recover from disasters, while strengthening cooperation between Australia and Indonesia on regional humanitarian issues. SIAP SIAGA is implemented at the national and sub-national levels though collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organisations and multilateral agencies.
SIAP SIAGA is focused on eight priority programs: (1) enhancement of disaster management systems, (2) enhancement of disaster management strategies; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment.
SIAP SIAGA promotes the implementation of GEDSI principles and integrating Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), Sustainable Resilience, and Sustainable Development Goals (SDGs) to strengthen Disaster Resilient Village (DRV) implementation.
At the sub-national level, SIAP SIAGA operates across four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program to several other provinces. This involves scaling up successful initiatives such as the Minimum Service Standards for Disaster Management (MSS-DM) and integrating Disaster Management (DM) into development planning processes and documents.
Purpose of the Position
The Partnership and Program Implementation Manager (PPIM) position in East Java has been established to strengthen partnership relationships, ensure effective and efficient program implementation, and manage team performance in accordance with SIAP SIAGA's implementation strategy. The position will operate under the direction of the Head of the Sub-National Program and be responsible for delivering activities specified in the Annual Work Plan (AWP) on time, within budget and to agreed standards.
East Java represents one of the most complex operational environments within SIAP SIAGA due to the scale of programming; the number of government and non-government partners involved; and the pace of policy-driven reforms at the provincial and district levels. This requires effective coordination and sound partnership management to ensure quality delivery of activities and to minimise risks.
The PPIM contributes to strengthening disaster risk management systems by supporting policy development, institutional capacity building, and alignment between national frameworks and subnational implementation. The position ensures coherent engagement across government, civil society, and other partners, promoting consistent application of agreed approaches and standards.
The role also supports the systematic integration of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and the convergence of Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and the Sustainable Development Goals (SDGs) within program delivery. Through these functions, the PPIM helps safeguard program performance, sustain partner confidence, and support value-for-money outcomes.
Role and Responsibilities:
A. Program Implementation
• Lead the implementation of the Annual Work Plan (AWP) for East Java at the provincial and district levels to ensure it is delivered on time, within budget and to agreed standards
• Lead the development of activity designs as outlined in the AWP ensuring they are aligned with SIAP SIAGA's goals and objectives to contribute to SIAP SIAGA's end of program outcomes (EOPOs)
• Lead planning and development of activities for future work programs.
• Oversee budgeting and expenditure management in compliance with Palladium's financial systems and Project Management Manual (PMM)
• Provide team leadership to the team in East Java, including consultants and technical support experts, ensuring they deliver assigned tasks to required standards and comply with all Palladium policies and procedures
• Monitor overall program implementation performance and report monthly on program implementation.
B. Partnership Management
• Maintain strong relationships and close working partnerships with BPBD, Bappeda, Pusdalops, Dinsos, DP3A, Diskominfo, and others in East Java
• Build strong relationships and partnerships with non-government partners: LPBI NU, MDMC, DRR Forum, CSOs, academia, and the private sector
• Support CSO partners and SIAP SIAGA grantees with activity implementation in East Java
• Manage and report on any partnership issues or risks and recommend mitigation strategies.
C. Technical Coordination and Support
• Under the direction of the Head, Sub-National Team, coordinate technical advice and support for policy development and review related to DRM, including standard operating procedures, guidelines and risk assessment processes
• Undertake assessments to identify any gaps in DRM policies, systems and institutional capacity at the provincial and district level, including providing recommendations for strengthening DRM systems
• Promote the integration of CCA, DRR, GEDSI, and SDGs in provincial and district development plans and policies, as well as capacity building initiatives, where relevant to DRM
• Provide inputs to policy development and local DRM strengthening.
• Support convergence initiatives and coordinate data and information that strengthens evidence-based decision-making.
D. Monitoring, Evaluation, and Reporting
• Prepare monthly status reports to the required standards for SIAP SIAGA reporting
• Prepare and deliver timely program updates and analytical inputs to the program team and relevant stakeholders as required.
• Contribute to program monitoring and evaluation by documenting progress, challenges, lessons learned, and success stories.
Input and location
This position will be based in East Java for a period of 12 months under a fixed-term contract, with the possibility of extension subject to satisfactory performance and donor funding. The role may require working beyond standard working hours as well as travel within Indonesia, including to SIAP SIAGA project locations in other provinces.
Key Relationships
This position:
• Reports to, and operates under the direction of, the Head, Sub-National Program Team
• Builds and maintain strong relationships with key government stakeholders, including Bappeda, BPBD, Pusdalops, Dinsos, PMD/PMA, DP3A, Diskominfo, and other relevant offices at the provincial and district levels
• Maintains a strong understanding of the policies and requirements of the Australian Government Department of Foreign Affairs and Trade (DFAT) as the main donor organisation
• Engage and collaborate with non-government stakeholders, including CSOs, NGOs, private sector actors, DRR forums (FPRB), volunteer organizations, and others contributing to DRM efforts.
• Facilitate multi-stakeholder dialogues and collaboration to support policy convergence across CCA, DRR, SDGs, and GEDSI mainstreaming in planning and implementation processes.
Qualifications and Experience:
Essential:
• Tertiary qualifications or extensive relevant experience in disaster management, public policy, development studies or social science
• Extensive experience in project management
• Strong team leadership, partnerships and stakeholder management skills
• Experience managing a multidisciplinary project team
• Comprehensive understanding of DRM, governance, climate change adaptation, and the development sector
• Strong planning, budgeting and financial management skills
• Strong interpersonal skills and excellent written and verbal communication skills with proficiency in Indonesian and English
• Skills in report writing, policy analysis, risk assessment and capacity building.
Desirable:
• Experience working on DFAT-funded programs
• Familiarity with Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and GEDSI integration in policies, plans and guidelines
• Policy development and facilitation experience
• Good understanding of monitoring and evaluation principles and practices
• Knowledge of the East Java governance landscape.
