Description

Under limited supervision, this position directs the City’s emergency management operations, coordinating with external agencies and volunteer groups. Responsible for the preparation, response, recovery, and mitigation of disasters and emergencies, following FEMA guidelines, as well as building a more resilient community. Works with city departments and the community to train, guide, and coordinate efforts to prevent, protect, mitigate, respond to, and recover from potential hazards. This role requires effective communication, strategic planning, and collaboration to minimize risks.

**This position performs duties deemed to be “safety sensitive" and is therefore subjected to random drug testing under the City’s policies**

Essential Job Functions:

• Serves as the City’s principal advisor on emergency management, continuity of operations, and disaster risk.
• Provides executive-level guidance to City leadership and elected officials regarding emergency preparedness, response, recovery, and mitigation strategies.
• Develops, maintains, and coordinates the City’s Emergency Operations Plan (EOP), Multi-Hazard Mitigation Plan, and Continuity of Operations/Continuity of Government (COOP/COG) plans.
• Conducts hazard identification, risk, vulnerability, and capability assessments to identify preparedness, resiliency opportunities and mitigation strategies.
• Maintains readiness of the Emergency Operations Center (EOC) and provides cross-departmental coordination and functional leadership during emergency activations and recovery operations.
• Coordinates mutual aid, resource management, and interagency response efforts with local, regional, state, federal, nonprofit, and private-sector partners.
• Monitors emerging threats and hazard conditions and supports activation of warning systems, including storm sirens, as necessary.
• Leads hazard mitigation strategy development and implementation to reduce long-term community risk and develops a priority regarding these strategies.
• Coordinates damage assessments and recovery operations following emergencies and disasters, ensuring alignment with long-term community resilience goals.
• Plans, coordinates, and evaluates emergency management training programs, exercises, and after-action improvement initiatives.
• Promotes a whole-community approach to emergency preparedness through public education, outreach, and stakeholder engagement.
• Develops and administers the emergency management budget and pursues and manages applicable grants and FEMA reimbursement.
• Ensures compliance with applicable federal, state, and accreditation standards related to emergency management operations.
• Oversees the administration and management of the City’s civil defense siren system.
• Represents the City on emergency management committees and maintains required certifications and continuing education.
• Performs other duties as assigned.

Requirements

Minimum Education and Experience:

Education and Experience Requirements

• Requires a Bachelor (related field) and 3 years previous relevant work experience.  An equivalent combination of education, training and experience may be considered. 

Certifications and Special Requirements

• Completion of required National Incident Management System (NIMS), Incident Command System (ICS), or Emergency Management Institute (EMI) courses as well as other requirements as set forth by FEMA related to emergency management operations. Basic FEMA ICS courses 100, 200, 700, 800, 300, 400. Adv. State or national emergency management certification preferred. 

Licensing

• Valid Class D Driver's License issued by the State of Oklahoma.

• Must be able to lift up to 60 pounds.
• Work requires visual acuity of 20 feet or more, visual acuity of 20 inches or less, three-dimensional vision, precise hand/eye coordination, the ability to identify and distinguish colors.
• Work requires the ability to stoop, kneel, crouch, and/or crawl.

Other Necessary Requirements:

• Expert knowledge of FEMA guidelines and emergency management principles.
• Expert knowledge in federal, state and local laws and regulations related to disaster responses and restoration.
