The Franklin Regional Council of Governments is looking for an outgoing and organized Coalition Coordinator to support the work of the Western Massachusetts Health and Medical Coordinating Coalition (HMCC). The HMCC helps hospitals, public health agencies, community health centers, EMS, and long-term care providers prepare for and respond to emergencies across the four westernmost counties of Massachusetts.
This role is all about connection and coordination. You’ll bring people together, support regional preparedness projects, organize meetings and events, and help keep our healthcare partners ready to respond when it matters most.

The ideal candidate will be great at communication and facilitation, confident navigating lots of moving pieces, and comfortable reaching out to new people. Some evenings and weekends are required (1–2 meetings per week), as well as 24/7 on-call responsibilities about one week a month. This is a full-time, salaried position; the full pay range for this grade is $31.55 to $42.80 per hour; however, FRCOG generally hires in the bottom 50% of a range. Starting salary is based on previous experience and active certifications.

Position Purpose:
Performs professional, technical, and administrative work to implement the priorities of the Region 1 Health
and Medical Coordinating Coalition (HMCC). Performs all other related work as required.
Essential Functions:

Specific Functions:
- Provides meeting and activity coordination, technical assistance, and stakeholder engagement for the HMCC
and several preparedness coalitions and committees: - Coordinate meetings, events, and schedules for the HMCC and preparedness coalitions/committees.
- Ensure compliance with MA Open Meeting Law and adherence to committee operating principles.
- Maintain contact/resources lists, including the 24/7 emergency alerting list and alerting software.
- Support the program and committees in developing and executing stakeholder engagement and
outreach strategies. - Support and facilitate the development of regional project proposals and quarterly activity reports.
- Support procurement of supplies and services.
- Facilitate and maintain relationships with partners, provide orientation for new members, and
develop/lead training sessions. - Share responsibility for the 24/7 on-call duties of the HMCC, working remotely or in an emergency
operations center during activations.
General Functions:
- Provide support to the HMCC Program as needed, which may include:
o Assisting with planning, training, or exercises.
o Assisting with stakeholder engagement strategizing and activities. - Coordinate and collaborate closely with other program staff.
- Provide local municipal governments and other stakeholders in Western Massachusetts with
technical assistance related to projects. - Work with stakeholder advisory groups – this may include scheduling their meetings, communicating
with them through minutes, newsletters, and phone calls, to receive and incorporate their feedback. - Assist with the development of major projects such as regional emergency communication and
coordination plans as needed. - Work on other Emergency Preparedness departmental projects as assigned.
Perform similar or related work as required, directed, or as situation dictates.
Requirements
Recommended Minimum Qualifications:
Education, Training and Experience: Bachelor’s degree in planning, communication, emergency
management, public administration, or another related field. A minimum of two years of experience in
emergency management, regional planning, communication, or related area; equivalent combinations of
education and experience will be considered. NIMS/ICS 100, 200, 700, and HSEEP required within one
year of hire. ICS-300, ICS-400, and National Emergency Management Basic Academy or equivalent
preferred.
Knowledge, Ability and Skill:
Knowledge: Familiarity with emergency management principles, communication, group facilitation, western
Massachusetts communities and their characteristics, stakeholder coordination, and Massachusetts Open
Meeting Law.
Ability: Plan, organize, and facilitate meetings and events. Analyze activities, identify needs, and prepare
reports with actionable recommendations. Communicate effectively in both oral and written forms, including
with large groups, and develop outreach and training materials. Build and maintain strong relationships with
employees, stakeholders, local/state officials, and the public. Execute and track stakeholder
communication/engagement plans, identifying strengths and gaps, and recommending improvements. Explain
technical concepts in layman’s terms, and comfortably engage with new people and organizations. Assist
others in clarifying and structuring their perspectives for actionable outcomes. Ensure compliance with
regulations, grants, and program requirements in all activities. Assess situations, gather diverse perspectives,
synthesize information, and make informed recommendations. Work independently, solve problems, manage
competing priorities, and take initiative.
Skills: Effective written, verbal, and technical communication. Strong presentation and technical writing
abilities. Proficient in computer use, including contact database management, editing websites, and creating
outreach/training materials. Excellent interpersonal and organizational skills.
