Job Overview

Performs specialized professional level work developing, organizing, administering, and evaluating assigned emergency management programs and functions. Provides support and technical expertise to other program staff, other departments, the community and Emergency Management Program (EMP) participants. Supports response and recovery functions in the Emergency Operations Center (EOC) when emergencies impact the community. May serve as the County’s representative/liaison to a variety of federal, state, regional, and local agencies associated with emergency management.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Provides day to day leadership and supervision to an assigned area of responsibility in one of the sections of the Office of Emergency Management.
  • Develops, implements, and maintains various emergency management plans, programs and operating procedures to meet county, state and federal compliance standards.
  • Develops and conducts training and exercises.
  • Plans, assigns, directs and evaluates work of OEM staff, including related personnel actions, i.e., hiring, disciplinary actions, etc.
  • Participates in regional emergency management planning addressing natural or manmade disaster activities with county, state and federal emergency service agencies.
  • Ensures the EOC is functional at all times and serves as the Emergency Operations Center's Incident Commander during EOC operations and supervises the overall EOC response and recovery activities.
  • Maintains liaison with officials of local, state and federal agencies; attends meetings at all three levels in the interest of emergency management and maintains a continuing knowledge of all laws affecting emergency management activities.
  • Supports Public Assistance and Individual Assistance disaster reimbursement processes for the county and municipalities within.
  • Plans and coordinates activities of public funded programs to insure that objectives are accomplished according to federal, state and local regulations.
  • Provides technical expertise concerning funding sources, contract development, and grant application requirements.
  • Serves as liaison with federal, state and local representatives concerning funding sources for services programs.
  • Formulates, updates, plans and implements OEM goals and projects; manages multiple projects at the same time and ensures efficient, timely completion.
  • Functions as Duty Officer for emergency management support after hours.
  • Develops programs and policies for administration of contracts and public funded programs.
  • Develops recommendations concerning present and future grant and contract funding requirements for current and projected programs.
  • Monitors applicable State and Federal legislation and prepares departmental position statements regarding such legislation.
  • Performs other related job duties as assigned.

Job Specifications

  • Extensive knowledge of procedures related to emergency management and preparedness.
  • Extensive knowledge of emergency management funding sources and associated requirements and regulations.
  • Considerable knowledge of governmental administration and organization.
  • Considerable knowledge of federal, state, and local emergency management programs.
  • Familiar with NIMS, EMAP, HSEEP, THIRA, and CPG 101.
  • Working knowledge of legislative processes.
  • Ability to make presentations to large groups.
  • Ability to plan, organize, coordinate and supervise the work of assigned staff.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work effectively with others.
  • Ability to collect, organize and evaluate data and develop logical conclusions.
  • Ability to use a computer and related software.
