The Virginia Department of Emergency Management is currently seeking qualified candidates to join the 911 and Geospatial Services Outreach Division (NGSO) as an Outreach Manager. The Outreach Manager will be assigned to assist localities within VDEM Region 6. Click the link below to view the jurisdictions located in Region 6:

The Outreach Manager serves as the remote liaison between the 911 and Geospatial Services Bureau (NGSB), the Public Safety Answering Points (PSAPs) , and Geographic Information Systems (GIS) departments for the assigned localities. The incumbent in this role will be responsible for coordinating 911 and geospatial outreach efforts related to 911 and geospatial services, offering direct, technical, and operational support through developing and maintaining collaborative relationships with various stakeholders such as local governments, regional organizations, and other entities. The Outreach Manager will provide assistance to Public Safety Communication (PSC) and Virginia Geographic Information Network stakeholders, as well as support the statewide deployment of NG 9-1-1.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.


Minimum Qualifications

• Extensive knowledge of public safety communications and GIS.
• Demonstrated ability to work collaboratively with all levels of staff, government personnel and the general public.
• Demonstrated ability to work independently with little to no supervision
• Significant experience in managing complex projects and systems.
• Ability to monitor new trends and changes in GIS and 9-1-1 systems.
• Excellent communication skills (verbal and written), customer service skills, organizational skills, interpersonal skills, project management skills.
• Must possess a valid driver's license and a satisfactory driving record.
• Must be able to commute within the boundaries of the assigned region within 1 hour of notification.

Additional Considerations

• Considerable experience in the management of public safety communications and direct experience in local government GIS – or equivalent in experience and training in local government GIS or PSAP systems, data development, operations, and management.
• Knowledge of GIS software.
• Knowledge of PSAP applications software and hardware

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
