Emergency and Disaster Management Program Director, Jefferson College Health Professions, Thomas Jefferson University, East Falls Campus

The Program Director will work with the Dean of the Jefferson College of Health Professions, Jefferson Administration, and Jefferson Emergency and Disaster Management (EDM) faculty, adjuncts and staff to promote and execute the mission and goals of the EDM Program, ensuring a superior education for Thomas Jefferson University (TJU) students in accordance with current standards. Must collaborate closely with other Program Directors. 

Duties involve collaboration with the Dean of Jefferson College Health Professions (JCHP) and TJU EDM Program faculty and staff to assure the EDM Program’s compliance with identified assessment criteria.

Academic, University & Community Responsibilities:

  • Assume the leadership role in the development and delivery of EDM education at Thomas Jefferson University – East Falls Program.
  • Serve as liaison between the EDM profession and the University and College.
  • Interpret trends in EDM education and health care to the University and College officers, including public policy regarding education and health.
  • Interpret the goals of the University and College to faculty, in conjunction with the Dean’s office.
  • Represent the Department and College to community and professional groups.
  • Actively engage in professional association activities.
  • Collaborate with other program directors to develop and assist with the research agenda for the program in concert with the University and College’s goals.

Management Responsibilities:

  • Maintain academic standards for the TJU – East Falls EDM Program which satisfy the requirements of Thomas Jefferson University and those established by the accreditation bodies.
  • Ensure congruence between the educational goals of the program, the mission and strategic plan of the University, College, and Program.
  • Work collaborative to develop educational policies affecting academic programs in the Program with final approval by the Dean of the Jefferson College of Health Professions.
  • Oversee the coordination of the experiential education functions of the Program with appropriate personnel at affiliated institutions.
  • Coordinate the planning, implementation and evaluation of the Program curriculum in cooperation with administration and faculty.
  • Identify, attract and retain competent Program faculty and staff.
  • Collaborate to provide guidance for faculty development programs.
  • Promote a system of peer review among Program faculty.
  • Recommend to the Dean, faculty for appointment, reappointment and/or promotion.
  • Coordinate the recruitment, admission, retention and progression of Program students.
  • Facilitate communication among the Program, College and University.
  • Interpret University and College policies to affiliating agencies and the public.

Academic and Research Responsibilities:

  • Promote and encourage research activities, continuing education, educational programs and publications by Program faculty and students.
  • Collaborate with other Program Directors to facilitate and oversee a research agenda for the Department.
  • Assist with preparation and/or review grant applications and research proposals.
  • Collaborate with the appropriate College and University components in the coordination of research and efforts.
  • Oversee all teaching activities in the academic program.
  • Participate in professional and scholarly activities as a representative of the Program, College, and University.
  • Foster interdisciplinary, inter-institutional and intra-university scholarly endeavors.
  • Teach section 2 classes as needed and other courses.

Financial Responsibilities:

  • Assess program needs and participate with the Dean in budget development and management.
  • Initiate and maintain relationships with present and potential sponsors of program and research activities.
  • Make recommendations on merit and salary changes for the Program faculty and staff.

Personnel Responsibilities:

  • Execute personnel policies approved by the University.
  • Evaluate the performance of Program faculty members and staff.
  • Coordinate the work of Program faculty committees.
  • Assume additional responsibilities as assigned by the Department Chair and Dean.

Organizational Responsibilities:

  • The Program Director is responsible to the Dean for the performance of their duties.

The Program Director also has responsibility for:

  • Developing the mission statement of the program.
  • Selecting applicants for admission to the program.
  • Providing student instruction.
  • Evaluating student performance.
  • Academic counseling of EDM students.
  • Assuring the availability of remedial instruction.
  • Designing, implementing, coordinating, and evaluating curriculum.
  • Administering and evaluating the program.
  • Assuming any other related duties necessary to develop and maintain an effective program.

Knowledge, Education and Experience:

  • Masters level degree from accredited related program or other health related field required. Doctoral degree in related field or willingness to pursue degree highly preferred.
  • Minimum five years Emergency and Disaster Management / Emergency Management experience and five years’ experience in EDM education required.
  • Evidence of interest in research/scholarly activities preferred.
  • Active participation and leadership in local, regional or national EDM or other emergency management organizations preferred. 
  • Knowledge of the roles, responsibilities and scope of practice of EDM profession required.
  • Knowledge and understanding of the Standards and the accreditation process.

  • Excellent oral, written, intrapersonal, and computer skills (including Microsoft Office®) required.
