EMERGENCY MANAGEMENT COORDINATOR

The Emergency Management Coordinator supports the development
and implementation of a comprehensive emergency management
program serving the Carbon Valley community. Working across four
local government partners, this position coordinates emergency and
disaster planning, Emergency Operations Center coordination and
readiness, training and exercises, community preparedness and
resilience initiatives, interagency collaboration, and emergency
response and recovery efforts.

THE CARBON VALLEY  

Located in Weld County, the Carbon Valley includes the Towns of Frederick and
Firestone and the City of Dacono. Together, these communities are home to nearly
46,000 residents, with annual growth rates of 4.5% (Frederick), 3.5% (Firestone)and
1.6% (Dacono) respectively. The growth is creating new opportunities and
increasing demands for emergency management, public safety, and community
resilience.

CVEMA works collaboratively with local governments, public safety agencies,
community organizations, businesses, and residents to strengthen preparedness,
reduce risk, coordinate disaster response and recovery, and build long-term
community resilience. The agency develops emergency plans, coordinates training
and exercises, supports Emergency Operations Center readiness, and fosters
partnerships that help the Carbon Valley prepare for and recover from
emergencies and disasters.

Established through an intergovernmental partnership, CVEMA reflects a shared
commitment to providing comprehensive emergency management services across
the Carbon Valley. By leveraging resources and working together, the partner
agencies strengthen coordination, improve efficiency, and better serve the
community before, during, and after disasters.

THE AGENCY

The Carbon Valley Emergency Management Agency (CVEMA) is a shared services
emergency management program serving the Towns of Frederick and Firestone,
the City of Dacono, and the Frederick-Firestone Fire Protection District. The
Emergency Management Coordinator is an employee of the Frederick-Firestone
Fire Protection District, which serves as CVEMA's administrative home agency.
We believe emergency management is built on relationships. Strong partnerships
among local governments, public safety agencies, businesses, nonprofit
organizations, and community groups create the foundation for effective
emergency management. We also believe community resilience begins with

and feel a sense of belonging, they are better prepared to support one another
before, during, and after disasters.

Our comprehensive emergency management planning suite encompasses
prevention and protection, preparedness, response, recovery, and mitigation,
ensuring coordinated planning across the full emergency management lifecycle.
Our Emergency Operations Center uses a hybrid Incident Command System (ICS)
and departmental organizational model that integrates nationally recognized
emergency management principles with the operational realities of local
government.

CVEMA continues to invest in the future through expanded Emergency Operations
Center technology and the launch of the community-focused Resilience Academy
in 2027, strengthening preparedness, partnerships, and community resilience.

Requirements

KEY RESPONSIBILITIES

• Coordinate emergency and disaster planning across the Carbon Valley Emergency
• Management Planning Area.
• Support Emergency Operations Center (EOC) readiness, training, activations, and
  coordination.
• Develop, coordinate, and evaluate emergency management training and exercises.
• Build and maintain strong partnerships with local governments, public safety agencies,
  businesses, nonprofit organizations, and community groups.
• Lead community preparedness, outreach, and resilience initiatives.
• Support planned events, incidents, disasters, and recovery activities.
• Assist with program development, grant support, and continuous improvement
  initiatives.

REQUIRED QUALIFICATIONS

• Associate's degree in emergency management or a related field; bachelor's degree
  preferred.
• Two years of emergency management experience; multi-jurisdictional experience
  preferred.
• FEMA Professional Development Series (or equivelant).
• ICS-100, 200, 700, and 800.Strong written, verbal, facilitation, and presentation skills.
• Experience coordinating projects and managing multiple priorities.
• Proficiency with Microsoft Office and emergency management technologies, including
• EOC software.
• Valid driver's license and ability to respond to emergency incidents.

Frederick-Firestone Fire District offers a robust compensation and benefits program

Salary Range: $76,200-86,200
